Goh Eng Choon is the President of the Cyber Business Area at ST Engineering, a global technology and defence group with a diverse portfolio in aerospace, smart cities, and public security to strengthen national security. He has led major international initiatives in designing and operating IT and Operational Technology Security Operations Centers for government and commercial clients. Under his leadership, the company developed advanced cyber-secure products in AI, quantum cryptography, 5G, and cloud security. Mr Goh also serve as the ITE's Electronics and Info-comm Academic Advisory Committee Member.

Johnny Kho is a cybersecurity leader and ecosystem builder who has helped shape Singapore’s professional community and ASEAN–Japan collaboration. As Immediate Past President and Advisory Council Member of the Association of Information Security Professionals (AiSP), he strengthened national talent pipelines and SME cyber readiness; championing programs such as the Cybersecurity Awareness & Advisory initiative while expanding partnerships across trade bodies, agencies, and industry.

Regionally, Johnny serves as Vice Chairman of the ASEAN–Japan Cybersecurity Community Alliance (AJCCA), where he convenes government, industry, and community stakeholders to accelerate practical knowledge-sharing, joint initiatives, and resilient-by-design practices across ASEAN and Japan.

Professionally, Johnny blends deep technical breadth with business execution. He leads technical strategy and solution engineering across APJ, with focus areas spanning firmware and hardware security, SecOps and incident response, zero-trust and cloud security, and supply-chain risk management.

Johnny is a frequent speaker, mentor, and advisor, committed to advancing evidence-based practice, raising professional standards, and inspiring the next generation of cybersecurity talent across Singapore and the wider region.

Mr David Koh is the Commissioner of Cybersecurity and Chief Executive of the Cyber Security Agency (CSA) of Singapore.

He sits on the boards of the Government Technology Agency, DSO National Laboratories, the Monetary Authority of Singapore Cyber Security Advisory Panel and the Healthcare Cybersecurity Advisory Panel.

Prior to his current appointments, Mr Koh served in the SAF and held various command and staff appointments in MINDEF and the SAF, including Deputy Secretary (Special Projects) and Defence Cyber Chief of MINDEF.

Mr Koh is the recipient of the first Billington CyberSecurity International Leadership Award.

David is the Managing Director and Head of Group Technology Information Security at OCBC Bank, where he oversees the OCBC Group’s cyber and IT security. David has over 30 years of experience in risk management, information technology, and cybersecurity. He is responsible to formulate the Bank’s cybersecurity strategy, develop and implement cyber defence roadmap capabilities to address emerging cyber risks and threats.

Today, David chairs the Association of Banks in Singapore Standing Committee on Cybersecurity (ABS-SCCS) and takes a leading role in collaborating with other industry partners and key government agencies such as the Cyber Security Agency of Singapore (CSA).

David played an instrumental role in obtaining a SOC 2 Type II Certification (in 2025) and Cyber Trust | Advocate (in 2023) for OCBC’s Cybersecurity Operations and Critical Information Infrastructure (CII), respectively. This represents the cyber and IT security controls for OCBC can be mapped to ISO/IEC 27001 – an international standard to manage information security. In 2021, David was conferred the Institute of Banking and Finance (IBF) Fellow Award in Technology where he demonstrated mastery of a profession and exemplify thought leadership and commitment to industry development.

Between 2020 and 2023, David presented OCBC’s cybersecurity to the financial executive leaders attending the Asian Financial Leaders Programme cordially organised by Singapore Management University and sponsored by the Monetary Authority of Singapore (MAS).

Prior to joining the Bank, David worked in the MAS as Director of IT Security Division. During his tenure, he represented the Central Bank in key panels and working groups such as the Bank for International Settlement G10 Group of Computer Experts on Security Issues.

Professor Chee Yeow Meng is Provost and Chief Academic & Innovation Officer (CAIO) at Singapore University of Technology and Design (SUTD).

As Provost/CAIO, Prof Chee supervises and oversees curricular, instructional, and research affairs. In his concurrent roles, he will also look into aligning education to Design AI, ensuring that the Office of Provost works seamlessly with the Office of Innovation and Enterprise.

Prof Chee brings with him 28 years of experience in both industry and academia – a rare combination amongst academics. Prior to joining SUTD, he was Vice President (Innovation and Enterprise), Professor at the Department of Industrial Systems Engineering and Management and the Director of the NUS Enterprise Academy at the National University of Singapore (NUS). He has held senior academic positions in both NUS and the Nanyang Technological University (NTU), as well as top posts in public service including Head of Security (Information Infrastructure) and Assistant Director (Internationalisation) at the National Computer Board, Deputy Director (Strategic Programmes) at the Infocomm Development Authority, and Programme Director (Interactive Digital Media R&D) at the Media Development Authority. He has also participated in national level committees and represented Singapore in various international forums and councils.

With extensive experience in the field of innovation and enterprise, Prof Chee has founded several start-ups and remains actively involved in the ecosystem. He also has a number of co-patents and technology disclosures.

Currently, Prof Chee serves as an associate editor of the IEEE Transactions on Information Theory and an editorial board member of the Journal of Combinatorial Theory, Series A. He is also a Fellow of the Institute of Combinatorics and its Applications. His research interest lies in the interplay between combinatorics and computer science, especially coding theory, extremal set systems, and their applications
